Packaging states: 18.5 - 20in / 47 - 51 cm, 1yr +. It is an infant helmet for sure. I had to return the item immediately as it does not fit. Amazon just needs to change the item description. Lee "hyonsoo" (San Ramon, CA United States) - See all my reviews    This review is from: Bell Toddler Sprout Bike Helmet (Infant Love Bugs/Pink) (Sports) Initially purchased the "Giro Me2 Infant Bike Helmet", but the horizontal strap on that helmet came off. Upon close inspection, the straps were attached to the helmet with some sticky pads. The strap on this Bell helmet is embedded into the styrofoam and is much more reliable and safer.
